Workers from Ukraine’s State Emergency Service (SES) continued searching through rubble and heavily damaged buildings in the northeastern city of Chernihiv after the withdrawal of Russian troops. Footage posted to Telegram by the Ministry of Internal Affairs of Ukraine on April 14 shows crews in Chernihiv, north of Kyiv. The Chernihiv Regional Administration said at least 47 people were killed in a strike on March 3, which Amnesty International said involved several unguided or “dumb” bombs. “We have a lot of work ahead of us,” Head of the Chernihiv Regional State Administration Viacheslav Chaus said in a Facebook post. “The main task now is to restore basic infrastructure, restore networks, power supply, water supply, gas supply.” On April 6, the local government reported there were only partial water, gas, and electricity supplies to the region. They estimated half the prewar population of 300,000 had fled, and said hundreds of people had been buried in makeshift graves during the bombardment and siege.
