The Commander-in-Chief of the Armed Forces of Ukraine blamed pro-Russian forces for shelling a checkpoint in the Luhansk region on February 18. Valeriy Zaluzhny said a convoy carrying humanitarian aid from the Office of the United Nations High Commissioner for Refugees (UNHCR) came under fire from Russian occupation forces. He said there were no injuries. On the same day, the head of the separatist Donetsk People’s Republic (DPR) in east Ukraine announced the evacuation of civilians to Russia, after saying that the DPR had stopped an attack by Ukrainian saboteurs. In a statement, Ukraine’s foreign minister said, “We categorically refute Russian disinformation reports on Ukraine’s alleged offensive operations or acts of sabotage in chemical production facilities. Ukraine does not conduct or plan any such actions in the Donbass. We are fully committed to diplomatic conflict resolution only.” Storyful has reached out to the UN Refugee Agency for comment.
